I.       GENERAL INFORMATION

  1. Primary Purpose of Organizational Unit:
The health department is the provider of last resort for clinical services that cannot be accessed in the community either because of lack of availability or inability to pay. The portable dental unit travels to all elementary Wilson County Schools to improve access for Medicaid, Health Choice children and in some cases, adults. This position will also provide care at Wilson County Health Department. SALARY FOR THIS POSITION IS PER DIEM. WILL DEPEND ON SPECIALTY AND EXPREINCE.

  1. Primary Purpose of Position: This position is help prevent tooth decay and provide restorative dental services to school aged children in Wilson County.
  1. Work Schedule: This position is during school hours and may vary depending on the school. Hours are typically 8:30 to 3:30pm
 

Description of Work

II.     DESCRIPTION OF RESPONSIBILITIES AND DUTIES:

         A.  90% Direct Patient Care and Treatment:

  1. Examines individuals requesting care and diagnosis.
  2. Prescribes and performs appropriate dental/oral treatment.
  3. Refers individuals for specialty consultations or treatment in conformance with approved clinical protocols and guidelines.
  4. Assures that patient treatment records meet regulatory guidelines and health department standards for completeness, accuracy, and privacy.
  5. Assures all paperwork related to referrals, data collection, or other records are documented and available for reference.
  6. Educates individuals regarding oral health related conditions and general promotion of oral health disease prevention.
  7. Assists with the integration and coordination of the WASH (Wilson Area School Health) dental program with Wilson County Schools and other health department programs and services.
  8. Encourages clinical teamwork and efficiency by promoting the training of dental auxiliary staff in use of NC Board of Dentistry accepted expanded duties and use of expanded duties for patient care.
  9. Educates and assists students that rotate through the dental clinic to ensure an adequate learning experience.
  10. Provide comprehensive dental treatment to patients based on a sliding fee scale without regard for ability to pay. 
 B.  10% Administrative Duties:     
  1. Responsible for ensuring all treatment and procedures performed in the dental clinic follow all applicable federal, state, local, health department and NC board of Dentistry rules.
  2. Participates in short and long-term planning of goals and objectives for the dental clinic.
  3. Participates in community outreach
  4. Maintains current license and CEU as required by NC board of Dentistry and health department.
  5. As directed by the health director, performs other related and/or necessary tasks to achieve organizational and program goals and objectives

III.    OTHER POSITION CHARACTERISTICS:
        
         A.  Accuracy Required in Work:

               Accuracy of work is required 100% of the time.    

         B.  Consequence of Error:
              
Errors could result in inappropriate or inadequate treatment endangering the health and safety of  
patients. An error in judgment could have a substantial impact on treatment, recommendations, follow up, and referral to specialists.

         C.  Instructions Provided to Employee:
Job description delineates responsibilities of position. The employee is provided with a period for orientation and training necessary for the duties and responsibilities of the job. Daily and weekly
work is usually self-planned and directed in programs in conjunction with input from the Health Director. Program policies and procedures and agency policies are available. Each employee must be familiar with department policies and procedures.
  1. Trained in OSHA regulations.
  2. Receive instruction in OSHA Blood-Borne pathogens annually, CPR, AED, and annual       respiratory fit testing, if applicable.
  3. Complete ICS 100, 200, 700 & 800 and stay current on training and staff development as required.
  4. Participate in preparedness exercises as needed.
  5. Complete training on Health Literacy, Cultural Competency, and Title VI which will help to improve patient communication skills by increasing employee’s awareness and knowledge of factors that affect their communication with patients.
         D.  Guides, Regulations, Policies and References Used by Employee:

Dental policy and procedure manual, OSHA regulations, state and local health department policy and procedures. Third party payor instructions/rules. In addition, the County Personnel Resolution is used for interpreting County personnel policies and procedures. Benefits manuals and booklets are referred to when answering questions from employees relating to benefits. Employee refers to policies in matters relating to Worker’s Compensation, Family Medical Leave, Fair Labor Standards Act, and Americans with Disabilities Act.          E.  Supervision Received by Employee:

Receives communication of general needs and policy and then works independently to institute procedures and problems solve.  The employee works independently utilizing approved program protocols and standards. The Health Director provides instruction through written memos and oral conferences.   Performance is evaluated annually and as needed.

F.   Variety and Purpose of Personal Contacts:

The employee has direct daily communication with the Health Department staff, program Coordinators, Health Director, community representatives and the public. This position requires the ability to work with all socio-economic levels and an assortment of personalities.  The employee works with clinicians and other health care professionals in an interdisciplinary team approach to deliver comprehensive dental services. This position requires good communication skills.

         G.  Physical Effort:
Good physical health and stamina is needed. A limited amount of physical effort is required while
performing the duties of this position.  There is daily need for verbal articulation, writing, sitting, standing, walking, bending, lifting, and stooping.

         H.  Work Environment and Conditions:

This position will work with a portable Dental unit that will set up inside the Wilson County Schools   which all have air conditioning and heat. Restrooms are easily accessible. This position falls under Category I of the OSHA guidelines for exposure, meaning tasks will involve exposure to blood, body fluids, or tissue.  Travel will be involved to school site and for workshops and training.

         I.    Machines, Tools, Instruments, Equipment, and Materials Used:

Telephone, computer, fax machine, copier, printer, electronic medical records, and calculator for administration.  Clinical equipment includes but not limited to surgical instruments, high speed, and slow speed handpieces, curing lights, electro surge, scalpels, sutures, rotary tools, endodontic files, RootZX, phosphor plate radiographs, restorative and exam hand instruments.

         J.   Visual Attention, Mental Concentration, and Manipulative Skills:

Visual attention and mental concentration are required 100% of the time since inaccurate diagnosis or treatment may have a substantial impact on client’s care. It is necessary that all decisions, judgments, and functions are done with much thought, accuracy, and precision.  There is no room for error when dealing with the oral health assessment and plan of care for patients and administration of the Dental Program. Concentration is required when performing patient treatment.

         K.  Safety for Others:
        
This position is responsible for the safety of the patients while they are seen by the WASH dental program. Exposure to bloodborne pathogens is a possible hazard while working in the WASH dental clinic OSHA  guidelines promote safety for the clients and staff.  Staff is monitored for compliance of the safety guidelines and safety compliance is one component of the yearly performance appraisal.  The position participates in CPR instruction and must be familiar with health department policies related to emergency care.
        
         L.  Dynamics of Work:

Employee must be energetic, self-motivated, competent, possess good communication skills and an   
ability to motivate others.  The employee must be a versatile individual who is involved in working
with individuals, families, community, co-workers, and other health agencies.  The employee may
participate in staff meetings, case conferences, and provide training to community agencies and health department staff. The employee will be responsible for knowledge concerning principles and 
practices that govern oral health education and care.


IV.    KNOWLEDGE, SKILLS & ABILITIES AND TRAINING & EXPERIENCE REQUIREMENTS
        
A.  Knowledge, Skills, and Abilities:
Requires comprehensive knowledge of primary dental care in an outpatient setting.  Knowledge of principles and practice of modern dentistry as related to public health organizations as well as current social and economic problems pertaining to public health and their impact on primary health care.   Must be cognizant of the prevalent stressors and their impact on the provider and the patient populations in the school setting. Ability to maintain clinical privileges and display good clinical judgment.  Knowledge and skills required to administer and supervise oral health treatment.  Ability to work with and motivate other professionals to achieve maximal productivity and program effectiveness while promoting growth and development. Excellent interpersonal and written communication skills, knowledge of budget development and oversight.

Minimum Education and Experience

    B.  Minimum Education and Experience:
Graduation from an accredited school of dentistry (DDS or DMD).

C.   Additional Training/Experience

Dental office experience preferred

D.   License or Certification Required by Statute or Regulation

Unrestricted license to practice dentistry in the state of North Carolina.  Current CPR certification; Current DEA registration.
